Renewed attention on New South Wales insurance levy reform has put property insurance affordability back in the spotlight, with important implications for landlords balancing rising ownership costs against the need to protect rental assets.
The debate centres on whether emergency services funding should continue to be collected through insurance premiums or moved to a broader funding model.

For rental property owners, the issue is not just political. Taxes and levies can form a visible part of the final premium, particularly for building cover in higher-value or higher-risk locations. When the total bill rises, some landlords respond by increasing excesses, removing optional benefits or reducing sums insured. Those decisions may ease short-term cashflow pressure, but they can also expose investors to larger losses after fire, storm, flood, tenant damage or a liability event.

The policy argument being advanced by the insurance sector is that making insurance more affordable can support broader participation in the market. If premiums are inflated by charges that sit outside the underlying risk, owners may be discouraged from maintaining adequate protection. That is a concern for landlords because an uninsured or underinsured investment property can quickly become a personal financial problem, especially where rent stops during repairs.

This is also an extension of our previous reporting on rebuild cost pressure. Even if levy reform eventually reduces part of the premium burden, it will not reduce the actual cost of reinstating a damaged building, replacing landlord contents or funding months of lost rental income. Construction costs, labour availability, compliance upgrades and natural hazard exposure still need to be reflected in policy limits.

Landlords may wish to consider treating the current discussion as a prompt to review cover quality, not simply chase the lowest premium. Practical checks include:

  • confirming whether the policy covers building, landlord contents, loss of rent, tenant damage and legal liability;
  • checking flood, storm, malicious damage and rent default conditions rather than assuming all events are covered;
  • reviewing excesses and sub-limits to understand what would be paid in a real claim;
  • using current replacement figures to estimate realistic sums insured.

If NSW moves further towards levy reform, landlords may eventually see clearer pricing and less distortion in premium comparisons. Until then, the best response is disciplined risk planning: understand what is driving the premium, compare policy wording carefully, and avoid reducing protection in a way that could undermine the long-term value of the investment.
